Beijing: China Tuesday criticized as “irresponsible” a US research report accusing it of lacking the means to implement export controls on goods and technologies that can be used to make weapons of mass destruction.
Rand Corp, an American think tank, said when releasing the report Monday that “China needs to do more to enforce its own controls on exports that could help other nations or organizations develop weapons of mass destruction.”
China's foreign ministry expressed dissatisfaction with the report.
“The organization concerned should adopt a sincere and objective attitude in viewing the Chinese government's efforts and commitment to nonproliferation,” foreign ministry spokeman Qin Gang told a regular briefing.
“Those reports, disregarding facts, are irresponsible.”
“China is a responsible country and our government opposes the proliferation of weapons of mass destruction and their means of delivery,” he said.
Rand's report gave China credit for adopting a series of controls over the past several years as its leaders “recognized the importance of weapons of mass destruction nonproliferation to global security.”
But “China continues to lack the resources to fully and adequately implement its numerous laws and regulations designed to control exports of sensitive goods and technologies,” Rand said.
